Arcadia City Planning Regulations

Front Yard Setback:
  • A minimum of thirty (30) feet or the average of the two (2) nearest developed lots.
  • The Association regulations set a minimum of forty (40) feet or the average of the two (2) nearest lots.
Side Yard Setback:
  • 10% of width of property for single home*
  • 20% of width of property for two story home8
*15 feet in our area is a minimum under either case.  Maximum of 20 feet requirement under either case.

Height of Building:
  • Lots of 75 feet or greater have a height restriction of 30 feet maximum from existing pad as defined by the City.
  • Lots less than 75 feet have a height restriction of 25 feet maximum from existing pad as defined by the City.
  • Lot usage for Building, Covered Patios, Garages and other:
    • 45% for single story*
    • 35% for two story*
* All backyard, side yard and front yard setbacks must be met.

The Regulations set out above, are in general.  Please take to the City for specific details and regulations.

Any request for modification to either the city regulations or those of the Association conditionally approved by the Architectural Review Board must be submitted to the City Planning Commission for review by the Modification Committee.

Any appeal on a ruling of the ARB must be made in writing to the Planning Commission within seven (7) working days of the ARB decision.

All fences, structures, structural changes, exterior changes and buildings must have Architectural Review Board approval prior to construction.  The only exception is structures less than two feet in height.  Fence height is limited to four feet in the front yard and six feet for side yards.  Both must be approved by the ARB.  Front yard means forward of the frong face of the house.

Upper Rancho Tree Regulations

No living oak, sycamore, liquid amber, magnolia or pine tree with a diameter larger than 6 inches, measured at a point on the tree which is not more than 3 feet above the grade immediately adjacent to the tree, shall be cut down, killed or removed in any manner, without first securing the written permission of the ARB.  Such permission shall not be granted unless it is shown that the tree is a nuisance except by cutting down, killing, or removing it.

It is highly recommended that trimming of oaks be done by an experienced oak tree trimmer.  Moreover, Oaks should only be trimmed during July, August, September, and early October.

Welcome! Incoming 2011 President Doug McEachern

With many thanks to the dedicated service of Norm Doerges last year, we welcome Doug McEachern as President of the Upper Rancho Homeowner's Association (HOA) for 2011.  Norm will remain as Vice President and Board member.

Doug is a partner of Deloitte & Touche LLP and has served on the board of Methodist Hospital in Arcadia since the early 1990s.   Doug is joined by his wife Jan, who has served on the HOA Board.  Both Doug and Jan have been Upper Rancho residents and active community volunteers for over 15 years.

Among the many initiatives for 2011 are the following:
  • Increase membership and involvement in the Upper Rancho HOA among current residents;
  • Provide greater visibility and transparency as to the activities of the Upper Rancho HOA and its Architectural Review Board ("ARB"); and
  • Provide better access to resouces and information pertaining to the maintenance of the integrity of our neighborhood.
