Each HOA has an Architectural Review Board ("ARB") which has architectural design review authority over the association area as described in Resolution No. 5288.  For example, design review approval is required for any exterior improvement or new structure over 2 feet in height.  The procedures for submitting proposals to the ARB is provided in the ARB Information Packet and Application.
